Securing our common future: an agenda for disarmament

The initiative by the Secretary-General, António Guterres, to develop his agenda for disarmament is motivated by the deteriorating international security environment. A return to Cold War tensions, internal armed conflicts in some regions with devastating impacts of civilians, and the seeming neglect of arms control as means for building trust, mitigating risk and ensuring sustainable peace and security are developments that have underscored an urgent need to restore disarmament in all its aspects as an integral component of the peace and security agenda of the United Nations.

The disarmament agenda will be comprehensive, addressing weapons of mass destruction, other strategic weapons, conventional weapons as well as their impacts on civilians, and on future technologies and weapon systems. This agenda will be comprised of practical actions with the aim of re-energizing the international discourse. The objective is to offer new perspectives in order to mobile new constituencies, and to identify areas where more coherent and collaborative efforts of the United Nations system can better support Member States’ responsibilities for advancing disarmament.

The major policy address by the Secretary-General will be accompanied by the simultaneously launch of a strategic non-paper, which will provide analysis of the current international security situation and provide more detail on specific policies.
