Challenges of transbundary water cooperation

Lead Legal Specialist in international water law at the Geneva Water Hub
and General Director of the Global Institute for Water, Environment and
Health, Dr Mara Tignino and Dr Nidal Salim will take us to the heart of
hydro-diplomacy, a highly topical issue, that is present in many notable
conflicts.
Hydro-diplomacy is a topic with growing stakes, which implies the
conclusion of agreements and sometimes the setting of a binding
framework. Indeed, the establishment of bilateral or multilateral treaties
makes it possible to share the governance of transnational waters, thus
rendering negotiation one of the main instruments for the States to
manage these surfaces.
Since water is the central element for the survival of every citizen as well
as ecosystem, this resource is today one of the main sources of conflicts
but also a means of cooperation between States. Its sustainable and reasoned management is therefore a decisive issue for the collective well-
being of States and the stability of intergovernmental relations today and
in the future.
Dr. Mara Tignino will present on the one hand the legal aspects of this
topic and on the other hand based on her professional experience, what
the means available to the States to negotiate the management of their
common water resources are.
What happens when States do not agree on the resources lying across
the borders and what are the means to resolve the potential conflicts? We
will have the chance to listen to Dr. Salim, who will not fail to inform us
from a practical point of view with his practical point of view, on how
transnational cooperation takes place and how water can be a unifying
element and generator of peace.
This conference will be illustrated with some concrete cases drawn from
the experience of our speakers so that you will be able to fully immerse
yourself in the reality of hydro-diplomacy.
