Book Launch: Recognition of States in International Law

Recognition of States remains common in international relations, yet its nature and effects under international law are still frequently debated. In his book "Recognition of States in International Law" (Oxford University Press, 2024), Pavle Kilibarda challenges the widespread view of statehood as a purely empirical fact and recognition as merely declaratory. Through a comparative analysis of contested States ranging from Palestine and Kosovo to Somaliland and Eastern Ukraine, the book develops a normative theory of recognition that clarifies when statehood may be inferred from applicable rules of general international law, when it depends on recognition, and when the norms of international law prevent the creation of States. It also surveys key international and domestic jurisprudence.
Marking the first anniversary of its publication, this launch will also include reflections on developments subsequent to the book’s release. Pavle Kilibarda will present the book’s main findings, followed by a discussion with three professors of the Faculty of Law at the University of Geneva.
Pavle Kilibarda is a Research and Teaching Fellow in the Department of Public International Law and International Organisation of the University of Geneva. He holds a PhD from the Faculty of Law of the University of Geneva, an LLM from the Geneva Academy of International Humanitarian Law and Human Rights, and a BA in International Relations from the University of Belgrade. His research focuses on questions of statehood and recognition in international law, as well as broader issues of general public international law, international humanitarian law, human rights law, and refugee law.
